Voltereier is a friendly "terror from the deep", implied to be a squid-like creature, who attaches to the back of a bombay cat (connecting via the spine) on the surface world in order to traverse it.
Working as a travelling stage magician, he dresses as a nobleman crossed with a mad scientist, and while he dabbles in actual elemental magic, dark arts, and some questionable sciences, he is neither rich, nor a scientist employed in any official capacity, but is let into important high society places and laboratories simply due to his confidence, charisma, and the manner in which he presents himself.
For his stage shows where he makes money on the side, and bills himself as "The Great Voltage", he employs Sunny as his magician's assistant, as she is someone who actually has more magical powers and abilities than him. The two later became romantically involved after some time.
